Dr. Frank T. Hawkins held numerous faculty and leadership positions at Prairie View A&M University, including Director of Freshman Studies Mathematics, Head of the Department of Mathematics, and Professor of Mathematics. He also served as coordinator for the Texas School Mathematics Initiative.
After 39 years of service in the Department of Mathematics, Dr. Hawkins retired in August 2004. His founding of RAMP created an enduring national platform for scholarship, leadership, mentorship, and the advancement of minority professors.
Dr. Hawkins passed away on December 21, 2020, at age 85.

Assistant Professor in the College of Education and UTEACH Site Coordinator at Virginia State University. Dr. McNeil teaches Foundations of Education and introductory chemistry and brings experience across K–12, community college, and university settings. His scholarship examines small groups, race, gender, and status through Claim-Evidence-Reasoning in undergraduate chemistry.
Prairie View A&M University

Assistant Professor of Health and curriculum chair in the Department of Health and Kinesiology at Prairie View A&M University. A Certified Health Education Specialist, her research focuses on health disparities among underserved minority adolescents, food-preparation literacy, mental health, and accessible curriculum design.

A RAMP member since 2002, Dr. Montgomery has served in multiple leadership roles, including Vice President, President-Elect, and President. Her nearly four decades in education span teaching, counseling, school administration, faculty leadership, and service as Interim Dean. Her research interests include women in leadership, teaching and learning, leadership styles, and African American women in leadership.

Associate Professor of Mathematics Education at Texas Southern University. His work centers on teacher care, student voice, culturally responsive pedagogy, and the ways affirming teacher-student relationships can transform mathematics classrooms into more inclusive spaces.

A RAMP member for more than three decades, Dr. Bailey has served as President, Vice President, Treasurer, and Financial Secretary. His professional work spans public healthcare and nonprofit organizations, with expertise in leadership development, talent development, onboarding, orientation, and power-skills training.

Professor in Educational Leadership & Counseling at Prairie View A&M University. Her career includes teaching mathematics across secondary, community college, and university settings, counseling, educational leadership, gender-equity consulting, and national evaluation work. She has been a RAMP member since 1995.
Texas Southern University
Houston, TX
Licensed psychotherapist in Texas and Louisiana with more than 22 years of experience in mental health and social services. She is pursuing doctoral study in Counselor Education at Texas Southern University and brings extensive organizational, record-keeping, and community leadership experience to the Board.
Georgia Piedmont Technical College
Clarkston, GA
Higher education leader and educator with more than a decade of experience in the two-year technical college setting. Dr. Evans earned a doctorate in Higher Education Leadership from Clark Atlanta University, a master’s degree in Education Leadership, and a bachelor’s degree in Electrical Engineering Technology.
Texas Southern University
Houston, TX
Associate Professor and Interim Chair in the Department of Counseling at Texas Southern University. Across 38 years in elementary, secondary, and higher education, she has served in department-chair and assistant-dean roles. Her research interests include body image, trauma, women’s issues, and end-of-life care.

Charter Member of RAMP and a retired professor and researcher from Prairie View A&M University. Dr. Hawkins served in education for nearly five decades and has contributed to mathematics, chemistry, transportation research, agriculture, and the Mathematical Association of America. The Dr. Mary Hawkins Scholarship honors her commitment to student research.

Hawkins Distinguished Scholar Award. Her research interests include mentoring, student retention, academic success, and scholarly writing.
